MODI was a small program in office 2003/2007 for scanning images or documents and use them in excel-word. What you're talking about is sending an excel sheet or a word document via a Fax Provider (instead of email) to someone.
Not only it doesn't scan an image, but also it needs to sign up to a fax service provider. Correct me if I'm wrong.
