I've run into the same thing. Not only do you need a login to access the Motorola site to find the firmware you want, you also need a valid serial number of a unit covered under an active service contract to get the download. In a pinch -and if you have a Motorola support contact - they may be kind enough to post the file to dropbox where you can get it. There are some models I've seen that have 'public' firmware downloads.
